သီတဂူကမ္ဘာ့ဗုဒ္ဓတက္ကသိုလ် (ရန်ကုန်) မှာ ၁၉-၁၀-၂၀၂၅ နေ့ မနက်ပိုင်းက ၆ ကြိမ်မြောက် ဘွဲ့နှင်းသဘင်ကို ကျင်းပပါတယ်။

သီတဂူအဓိပတိဆရာတော်ကြီးနှင့် ရန်ကုန်၊ သန်လျင် သီတဂူဗုဒ္ဓတက္ကသိုလ် နှစ်ခုမှ ပါမောက္ခ ကထိကများ၊ သံလျင်သီတဂူမှ ဘီအေ ဘွဲ့ရ ရဟန်းသီလရှင် ၄၀၀ ကျော် တက်ရောက်ပါသည်။

အခမ်းအနား ကုန်ကျစရိတ် ကျပ် သိန်း ၇၀၀ ကျော်ကို ဆိုနီ ဦးဝေလွင်+ ဦးနှောက်နှင့်အာရုံကြောအထူးကု ဆရာဝန်ကြီး ပါမောက္ခဒေါက်တာဝင်းမင်းသစ် မိသားစုတို့က လှူဒါန်းပါသည်။

ပါမောက္ခချုပ် Dymbryl Gurobazarovich Dashibaldanov နှင့် သီတဂူအဓိပတိဆရာတော်ဘုရားကြီးဒေါက်တာအရှင်ဉာဏိဿရတို့မှ ကိုယ်စားပြု၍ လက်မှတ်ရေးထိုးခဲ့သော ဤသဘောတူညီချက်သည် ပညာရေး၊ သိပ္ပံနှင့် ယဉ်ကျေးမှုကဏ္ဍများတွင် နိုင်ငံတကာ ပူးပေါင်းဆောင်ရွက်မှုကို တိုးချဲ့ရန် ရည်ရွယ်ပါသည်။

အဓိကအားဖြင့် စိတ်ပိုင်းဆိုင်ရာ၊ ကိုယ်ကျင့်တရားပိုင်းဆိုင်ရာနှင့် တီထွင်ဖန်တီးမှု ဖွံ့ဖြိုးတိုးတက်ရေးကို အားပေးသည့် ဘုံစီမံကိန်းများအတွက် နှစ်ဖက်အဖွဲ့အစည်းများ၏ အလားအလာ၊ အရင်းအမြစ်နှင့် အတွေ့အကြုံများကို ပေါင်းစပ်ရန်ဖြစ်သည်။

သဘောတူညီချက်သည် ကနဦးသက်တမ်း (၅) နှစ်ဖြစ်ပြီး သက်တမ်းကုန်ဆုံးခါနီးတွင် သက်တမ်းတိုးခြင်း သို့မဟုတ် ရပ်စဲခြင်းမပြုပါက နောက်ထပ် (၅) နှစ် အလိုအလျောက် သက်တမ်းတိုးမည်ဖြစ်သည်။

၁။ သဘောတူညီချက်တွင် ပါဝင်သော အဖွဲ့အစည်းများ

ဤသဘောတူညီချက်ကို အောက်ဖော်ပြပါ ဘာသာရေးဆိုင်ရာ အဆင့်မြင့်ပညာရေးအဖွဲ့အစည်းနှစ်ခုအကြား ချုပ်ဆိုခဲ့သည်-

သဘောတူညီချက်၏ အဓိက ရည်မှန်းချက်များနှင့် လုပ်ငန်းနယ်ပယ်များကို အောက်ပါအတိုင်း ရှင်းလင်းစွာ သတ်မှတ်ထားသည်-

* ရည်ရွယ်ချက် (Purpose):
* ပညာရေး၊ သိပ္ပံနှင့် ယဉ်ကျေးမှု နယ်ပယ်များတွင် နိုင်ငံတကာ ပူးပေါင်းဆောင်ရွက်မှုကို တိုးချဲ့ရန်။
* စိတ်ပိုင်းဆိုင်ရာ၊ ကိုယ်ကျင့်တရားပိုင်းဆိုင်ရာနှင့် တီထွင်ဖန်တီးမှု ဖွံ့ဖြိုးတိုးတက်ရေးကို ဦးတည်သော ဘုံစီမံကိန်းမျာအကောင်အထည်ဖော်ရန်အတွက် နှစ်ဖက်အဖွဲ့အစည်းများ၏ အလားအလာ၊ အရင်းအမြစ်များနှင့် အတွေ့အကြုံများကို ပေါင်းစည်းရန်။

* နှစ်ဖက်အဖွဲ့အစည်းများအကြား ယဉ်ကျေးမှု၊ ပညာရေး၊ တီထွင်ဖန်တီးမှုနှင့် သတင်းအချက်အလက်ဆိုင်ရာ လုပ်ငန်းဆောင်တာများကို ပူးတွဲဆောင်ရွက်နိုင်ရန် ပူးပေါင်းဆောင်ရွက်မှု ထူထောင်ရန်။

၃။ ပူးပေါင်းဆောင်ရွက်မှုဆိုင်ရာ မူဘောင်

နှစ်ဖက်အကြား ထိရောက်သော ပူးပေါင်းဆောင်ရွက်မှုကို သေချာစေရန်အတွက် အောက်ပါလုပ်ငန်းစဉ်များကို သတ်မှတ်ထားပါသည်-

* တာဝန်ခံပုဂ္ဂိုလ်ခန့်အပ်ခြင်း:
အဖွဲ့အစည်းတစ်ခုချင်းစီသည် ဆက်သွယ်ဆောင်ရွက်မှုများ ပြုလုပ်ရန်နှင့် ပူးပေါင်းဆောင်ရွက်မှု အစီအစဉ်နှင့် စီမံချက်ကို ရေးဆွဲရန်အတွက် တာဝန်ခံပုဂ္ဂိုလ် တစ်ဦးစီကို ခန့်အပ်ရမည်။

* ပူးတွဲလုပ်ငန်းဆောင်တာများ:
စိတ်ပိုင်းဆိုင်ရာနှင့် တီထွင်ဖန်တီးမှု ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် အခြေအနေများ ဖန်တီးပေးသည့် ပူးတွဲလုပ်ငန်းဆောင်တာများကို ရေးဆွဲအကောင်အထည်ဖော်ရန် ပူးပေါင်းဆောင်ရွက်ရမည်။

* သတင်းအချက်အလက် ဖလှယ်ခြင်း:
ပူးတွဲလုပ်ငန်းဆောင်တာများ အကောင်အထည်ဖော်ရန် လိုအပ်သော သတင်းအချက်အလက်များနှင့် အခြားအကြောင်းအရာများကို အပြန်အလှန် ဖလှယ်ရမည်။

* မီဒီယာတွင် ထုတ်ပြန်ခြင်း:
ပူးတွဲလုပ်ငန်းဆောင်တာများကို မီဒီယာများတွင် လူသိရှင်ကြားဖြစ်စေရန် မိမိတို့၏ စွမ်းဆောင်နိုင်ရည်များကို အသုံးပြုရမည်။

* အစည်းအဝေးများနှင့် တိုင်ပင်ဆွေးနွေးမှုများ:
သဘောတူညီချက်ပါ ရည်မှန်းချက်များ အောင်မြင်စေရန် အစည်းအဝေးများ၊ တိုင်ပင်ဆွေးနွေးမှုများနှင့် အခြားလိုအပ်သောအကူအညီများကို အပြန်အလှန် ပေးအပ်ရမည်။

* အကြံပေးအဖွဲ့များတွင် ပါဝင်ခြင်း:
ဤသဘောတူညီချက်ပါ ပူးပေါင်းဆောင်ရွက်မှု နယ်ပယ်များနှင့် သက်ဆိုင်သည့် ကော်မရှင်များ၊ ကော်မတီများ၊ လုပ်ငန်းအဖွဲ့များနှင့် အခြားသော အကြံပေးအဖွဲ့များ ဖွဲ့စည်းရာတွင် ပါဝင်ဆောင်ရွက်ရမည်။

* ပူးပေါင်းဆောင်ရွက်မှု ဖွံ့ဖြိုးရေး။
ထိရောက်ပြီး ဖွံ့ဖြိုးတိုးတက်သော ပူးပေါင်းဆောင်ရွက်မှုဖြစ်စေရန် စီးပွားရေးဆိုင်ရာ ဆက်ဆံမှုများကို ထိန်းသိမ်းပြီး လိုအပ်သော အစီအမံအားလုံးကို လုပ်ဆောင်ရမည်။

၄။ ဥပဒေရေးရာနှင့် စီမံခန့်ခွဲမှုဆိုင်ရာ ပြဋ္ဌာန်းချက်များ။

အကြောင်းအရာ အသေးစိတ် သက်တမ်း။
ဤသဘောတူညီချက်သည် နှစ်ဖက်စလုံး လက်မှတ်ရေးထိုးသည့်နေ့မှစ၍ (၅) နှစ် သက်တမ်းရှိသည်။ သက်တမ်းတိုးခြင်းသက်တမ်းမကုန်ဆုံးမီ အနည်းဆုံးတစ်လအလိုတွင် နှစ်ဖက်အနက်မှ တစ်ဖက်ဖက်က စာဖြင့် အကြောင်းကြား၍ ပြင်ဆင်ရန် သို့မဟုတ် ရပ်စဲရန် ရည်ရွယ်ချက်မရှိပါက နောက်ထပ် (၅) နှစ် သက်တမ်း အလိုအလျောက်တိုးမည်။

အခွင့်အရေး လွှဲပြောင်းခြင်း။
တစ်ဖက်၏ သဘောတူညီချက်မပါဘဲ မိမိ၏အခွင့်အရေးနှင့် တာဝန်များကို တတိယပုဂ္ဂိုလ်ထံသို့ လွှဲပြောင်းခြင်းမပြုရ။

အငြင်းပွားမှု ဖြေရှင်းခြင်း။
ပေါ်ပေါက်လာသော အငြင်းပွားမှုများနှင့် သဘောထားကွဲလွဲမှုများကို နှစ်ဖက် ညှိနှိုင်းမှုဖြင့် ဖြေရှင်းရမည်။

စီမံကိန်း သီးခြားသတ်မှတ်ခြင်း။
တိကျသော ပူးပေါင်းဆောင်ရွက်မှု စီမံကိန်းများ၊ လုပ်ငန်းဆောင်တာများ၊ ၎င်းတို့၏ စည်းကမ်းချက်များ၊ အကောင်အထည်ဖော်မှု အခြေအနေများနှင့် ဘဏ္ဍာရေးဆိုင်ရာ အထောက်အပံ့များကို သီးခြားသဘောတူညီချက်များအဖြစ် သီးခြားစီ သဘောတူချုပ်ဆိုရမည်။

သဘောတူညီချက် ရပ်စဲခြင်း။
နှစ်ဖက်အနက်မှ တစ်ဖက်ဖက်က အခြားတစ်ဖက်သို့ ရပ်စဲလိုသည့်ရက်မတိုင်မီ အနည်းဆုံး (၃) လ ကြိုတင်၍ စာဖြင့် အကြောင်းကြားခြင်းဖြင့် သဘောတူညီချက်ကို တစ်ဖက်သတ် ရပ်စဲနိုင်သည်။

မူရင်းစာချုပ်များ
ဤသဘောတူညီချက်ကို ရုရှားဘာသာနှင့် အင်္ဂလိပ်ဘာသာတို့ဖြင့် မူရင်း (၂) စုံ ပြုလုပ်ထားပြီး နှစ်မျိုးစလုံးသည် တန်းတူဥပဒေအာဏာ သက်ရောက်မှုရှိကာ တစ်ဖက်လျှင် တစ်စုံစီ ထားရှိရမည်။

Summary of the Agreement on Cooperation between Religious Educational Institutions (30.9.2025).

This document summarizes the main elements of the Agreement on Cooperation between the Dashi Choinkhorlin Buddhist University named after Damba Darzha Zayaev in the Republic of Buryatia, Russian Federation, and the Sitagu International Buddhist University in the Republic of the Union of Myanmar.
The Agreement, signed on behalf of the Rector Dymbryl Gurobazarovich Dashibaldanov and the Supreme Patriarch of Sitagu, His Holiness Dr. Ashin Nyanishara, aims to expand international cooperation in the fields of education, science and culture.

The main objective is to combine the potential, resources and experience of both institutions for common projects that promote spiritual, moral and creative development.
The Agreement shall have an initial term of five (5) years and shall be automatically extended for another five (5) years unless renewed or terminated at the end of the term.

1. Parties to the Agreement
This Agreement is concluded between the following two religious higher education institutions:
* Dashi Choinkhorlin Buddhist University:
* Full name: Damba Darzha Zayaev Dashi Choinkhorlin Buddhist University, Religious Institution - Higher Religious Education Institution
* Location: Republic of Buryatia, Russian Federation
* Representative: Rector Dymbryl Gurobazarovich Dashibaldanov
* Sitagu International Buddhist University:
* Full name: Sitagu International Buddhist University
* Location: Republic of the Union of Myanmar
* Representative: Founder and Chancellor, Sitagu Adhipati Sayadaw Buddha Gyi Dr. Ashin Nyanishara

2. Purpose and content of the agreement
The main objectives and areas of work of the agreement are clearly defined as follows:
* Purpose:
* To expand international cooperation in the fields of education, science and culture.
* To combine the potential, resources and experience of the two organizations for the implementation of common projects aimed at mental, moral and creative development.
* Subject:
* To establish cooperation between the two organizations in the field of culture, education, creativity and information.

3. Framework for cooperation
The following procedures are established to ensure effective cooperation between the two parties:
* Appointment of a responsible person:
Each organization shall appoint a responsible person to conduct communication activities and develop a cooperation plan and plan.
* Joint activities:
The parties shall cooperate in the development and implementation of joint activities that create conditions for mental and creative development.
* Information Exchange:
The Parties shall exchange information and other materials necessary for the implementation of joint activities.
* Media Publication:
Use their capabilities to publicize joint activities in the media.
* Meetings and Consultations:
The Parties shall provide each other with meetings, consultations and other necessary assistance to achieve the objectives of the Agreement.
* Participation in Advisory Groups:
Participate in the formation of commissions, committees, working groups and other advisory groups related to the areas of cooperation in this Agreement.
* Cooperation Development:
The Parties shall maintain business relations and take all necessary measures to ensure effective and developed cooperation.

4. Legal and Administrative Provisions.
Detailed Terms of Use.
This Agreement shall be valid for a period of (5) years from the date of signature by both Parties. The Agreement shall be automatically extended for another (5) year unless either party notifies the other party in writing at least one month before the expiration of the renewal period of its intention to amend or terminate.
Transfer of Rights.
No party may transfer its rights and obligations to a third party without the other party’s consent.
Dispute Resolution.
Any disputes or disagreements that arise shall be resolved through negotiation between the parties.
Project Specificity.
Specific cooperation projects, activities, their terms, implementation conditions and financial support shall be agreed upon separately in separate agreements.
Termination of Agreement.
Either party may terminate the Agreement unilaterally by giving the other party at least (3) months’ prior written notice of termination.

Original Agreements
This Agreement is made in two (2) originals in the Russian and English languages, both texts being equally authentic, one copy to be kept in each party.

The 3rd International Buddhist Conference was held in Elista, Kamchatka Oblast, Russia. (28.9.2025)

The 89-year-old Abhidaja Maharatthaguru, Solasama Shwegyin Samgharaja , Adhipati of the Sitagu Hospitals and the Sitagu World Buddhist University, at the invitation of the Governor of Kamchatka Oblast, spoke on the Four Noble Truths of Brahmaviharism at the 3rd International Buddhist Conference held in Elista, Kamchatka Oblast, Russia.

The conference was attended by religious leaders from many Buddhist countries.
